Reviewer #1: In the article entitled "A simulation-Optimization Based Heuristic to Assign Online Workers Affected by Fatigue in Manufacturing Systems" authors study the problem of workers' fatigue and its impact on the processing time of jobs to be achieved on a manufacturing system.

The paper mainly presents two key contributions:

1. The deterioration effect of jobs duration, based on the fatigue level of workers.
2. The online assignment of workers, taking into account the updated jobs duration.

The topic itself is important, especially because of the recent developments in manufacturing systems nature (more changeable, more flexible…).

Below are the major issues that I would encourage the authors to consider in further improving their manuscript.

1. It is necessary to improve the literature review by the integration of articles dealing with the deteriorating jobs research field, since the proposed approach is based on the idea that jobs duration are affected by the fatigue level of assigned worker.

2. The description of the proposed heuristic needs to be improved and clearly detailed (for instance, with a flowchart).

3. I think it is necessary to specify the relation between the beginning of the task and the instant t (used to describe the fatigue level) after the equation (6), for instance: "…where the task k is processed on the machine j at the instant t". The connection between the fatigue level at the instant t and the beginning of the task k on the machine j because Fij is expressed based on time.

4. What happens when a worker waits for a task? In this case its fatigue level must decrease.

5. The illustrative example needs more experiments, details and explanations. I don't find the parameters of workers fatigue.




Reviewer #2: In this paper, the authors study the online workers assignment problem taking into account the worker´s fatigue. They use simulation to handle with the stochastic environment of the problem. They propose a heuristic approach considering two objective functions and they use the TOPSIS method to solve the multicriteria approach. To estimate the weights used in TOPSIS, they combine simulation and optimization.
The paper is well structured, clearly presented and technically correct. The problem is addressed by proper research methodology. Nevertheless, the paper has no methodological relevance: the strategy proposed is not complex from a mathematical point of view, the heuristic is simple, the multicriteria approach is correct and handled with the known TOPSIS method; the simulation model they propose (as it is currently described) does not have a strong methodological contribution and the combination of optimization and simulation to determine model parameters has been widely used in the literature.
I consider that it is an interesting topic and that the paper could be acceptable, but I suggest major revision, and the following comments for authors should be considered before publication:
1. The fatigue is modelled with an exponential increase. Maybe other functions could also be considered.
2. Simulation allows the introduction of more stochastic elements (for example non-deterministic processing times, transfer times for workers, resting breaks, etc) to build more realistic models.
3. More details about precision of the simulation results and the statistical analysis should be introduced.
4. Other assignment and other queuing dispatching rules (in addition to FIFO) should be studied.
5. The methodology is illustrated with a too simple example. This section should be extended, with more realistic illustrative examples and a more complete analysis and sensibility studies.
6. Lack of case study application.
7. A serious concern I have is the similarity between this work and Ferjani et al. (2015) "A heuristic approach takin operators´ fatigue into account for the dynamic assignment of workforce to reduce the mean flowtime", in CIE45 Proceedings. The content in the two papers is identical and only a few references and a few comments at the introduction and related research paragraphs are added to this paper. I understand that Ferjani et al. (2015) might be a conference version of this research, and the Editor must decide if it is acceptable given so much resemblance.
